of some dog other than the one issued and then to claim the loss of a dog by fighting

[Observation] This ledger is the Fort clerk’s log of incoming and outgoing orders etc.

[Speculation] Apparently, these daily record book(s) were abandoned on-site [in Alaska],

 

and were not brought home by the Army when Fort Gibbon closed in 1923.
